I may have misunderstood your request. Are you looking for an email app that
can import your addressbook entries or are you looking just for a simple
database app? If just a database app, then you might want to look at sqlite
(http://www.sqlite.org/). They have pre-compiled Windows binaries available
for download, as well as the source. You still could use OpenOffice.org as a
front end, but rather than go to that trouble, you just could import a CSV
file into OO.org's Calc program.
