US Daylight Savings Time and zoneinfo

    That would be better.  These are old SuSE boxes that no longer have
updates ( 9.1 and older ) and are going out of service in the near
future.  I copied the file from an up to date 10.0 box and zdump
indicated it worked.  Just seemed to simple.
