Reading an .exe

I downloaded a thing that is supposed to be a text (a small book):
http://www.sca.org.br/livros/Confissoes.exe

For reasons I can't begin to understand, it is a binary aimed at users
of NoGoodOS only. I tried to open it with vim, but nope. file says:
Confissoes.exe: MS-DOS executable PE  for MS Windows (GUI) Intel 80386 32-bit, UPX compressed

Question: is there any hope at all of somehow extracting the juice? (No,
I don't have a copy of the said OS.)
