I thought of this with dokuwiki (the one I am leaning to). dokuwiki
claims to support html
(http://wiki.splitbrain.org/wiki:syntax#embedding_html_and_php), but it
is untested by me so I cannot say how well it does this.
There is a markup as well, some of which you will need to do html :).
And each plugin adds another variant markup language. 

One thing I like about Zope/Plone is that users can choose if they want
to add plain text, HTML, or Zope's markup language. Which is rather
simple. But there was choice, two of them being standards.
