Debian/Ubuntu dselect question

In RPM land, I don't need to download any packages before hand if i just 
want to get them installed.  For example:
rpm -ivh http://foo.com/blah.rpm

will gladly download & install blah.rpm.  Surely this must be possible in 
Debian-land?
