Well, IPs may have zero billing value for some ISPs, but IPs have
definite value.  Specifically, to buy a /20 block from LACNIC, the
cost is $2,500/yr.  So there is a definite value to an IP.  C&W sells
a "C" block for $260/month to small carriers (those too small to be
able to justify a /20 to LACNIC).
