Thanks for the reply, Bruce.  The Westell modem is described as an "ADSL 
router" in
its online docs.  There is  a table for VC (virtual connection) 
configuration,  and it shows
VPI 0 (zero) / VCI 35 enabled with protocol set  to PPPoE.  

I tinkered with VCI 35, and changing it to "Bridge."  Then nothing 
worked.  But after  "enabling"
VCI 36 to "Bridge," and leaving VCI 35 at PPPoE,     voila !!!
