Safest way is to let the battery discharge, over time, all by itself.
If that doesn't work for you, a large light will work.  I don't
recommend large value, high power resistors, but they work.  (You can
damage the battery, and bystanders.)

You need to be careful about rapid discharges, some batteries will give
you all their Joules in an instant.  That makes the Watts about
infinite, and very dangerous.
