Cygwin is easy to update to the latest release, but I gather you don't have 
install rights on this system that has chosen to torment you.

If you hate windows that is prima facie evidence that you are an individual of 
discerning taste and good judgment. I raise a glass of sweet tea in the 
general direction of California.
