Well, I've discussed this with the folks from LACNIC that assign IP
blocks and ASNs.  Basically, until I can justify being assigned my own
/20 block (that is, I have a /21 worth of IP addresses in use), I
won't be assigned my own permanent IPs or AS.  I'm currently only up
to a /23 with assigned addresses in use.  It's just not enough.  But I
do worry about having dual routes to the Internet (although both go to
Panama along the same telephone lines).  Internally, I also use OSPF
(Quagga).
