Who knows?  Given that it was a cable problem, I would think it would
require several people to trace a problem and test it.  On the other hand,
Lily Tomlin's ``we're the phone company and we care''.

When we switched our T1 and business voice lines to Eschelon, the contract
provides for automatic credits if the circuit id down for any extended
period of time so Eschelon has incentive to get QWest to fix things.  We
had no such terms in the Global Crossing contract.
