I've not used it so I only know what's on that site. Here's a very short FAQ

Basically, I think it works like this. You set DNS to send port 80 requests
for your domain to go to no-ip.com, they reflect it to your box on a different
IP and port. How exactly your box answers I'm not sure (perhaps it must go
thru no-ip's servers.
It's probably in the category of a "poor man's" solution, but my dealings with
no-ip.com have been good. They seem to know what they're doing.
