The BIOS of the Intel mainboard has no option for changing the SpeedStep but
after playing around with it, I could set it to the expected by restting the
BIOS. I use the CPU-Z benchmark on Windows and now it shows 2.6Ghz.
When booting to Suse, /proc/cpuinfo shows 1.6 but when I run the two dummy
program calculating some double numbers, cpuinfo shows the speed to be 2.6.
So cpuinfo does change reflecting the current cpu status.
