PHP talking to hardware at client PC?

I read the book by Tim Bernes Lee. SO I don't buy that crap.

Javascript could call the cash drawer? How (under Firefox for Windows)?
Isn't Javascript about the DOM only? Some sample codes would help my
company a lot...
