For an excellent book on this, see F.A. Hayek's ``The Road to
Serfdom'', published originally in 1944.  He describes the rise
of totallitarian government in Germany, and its parallels in
Britain and the U.S. -- 62 years ago.

Two other excellent books that address this are Carroll Quigley's
``Tragedy and Hope'' and ``The Anglo-American Establishment'' in
which Quigley points out that England and Wall Street were
instrumental in financing German reconstruction between WWI and
WWI.  Quigley says that this was consistent with Britain's long
standing policy of preventing any one European nation from
becoming too powerful by supporting the 2nd most powerful nation
to maintain a balance of power.  Strange as it may seem today,
Britain was afraid of French militarism in Europe after WWI.
