I suspect that you're hitting different bottlenecks for each of those. 
JPG redraw time is likely controlled by the graphics card you're usingn 
(and potentially its X driver).

OOo startup time is mostly disk + CPU time.

Web browsing could be network, plus extensions, plus history, plus 
X/driver + CPU speed.
