Sure, dd creates an image of your DVD which you can play from hard disk 
with eg xine (xine dvd:///path_to_image). But when you try to burn the 
image to DVD again, you'll get a scrambled one - at least that's what I 
found for encrypted DVDs. Then you really need a decryption tool, as 
others have pointed out.
