In a past life, I've used EZ Recovery, from On Track Software to recover a
FAT32 partition somehow lost in my early days of dual booting:

But I didn't reformat over top of it, and certainly didn't use it for a year
after having reformatted it.
Did you tell him to just retrieve the data from his backups?
