If that command does nothing, then that's your problem, and it has nothing
to do with inetd.  I know nothing about getting java to listen on random
ports, so I can't help you there.

That only works if inetd is already running.  Did you verify whether inetd
was actually restarted?  Did you check the messages log (or wherever your
distro logs inetd activity) to see if it got restarted?
