Seamonkey and unwanted window DOCTYPE

Googling the message shows up about two pages of listings, unfortunately 
none in English. When I tried it several weeks, there were several pages 
of them in English. I have no idea why the ones in English are not 
showing up now: if they were, then my problem would be solved on my new 
system, as it was on my other system after I followed them.
