There are many many PHP frameworks that separate logic from layout -
that's pretty much what Zope or Mason are.

Having worked with C, Perl, ASP, PHP and Java I have now moved on to Ruby
on Rails which offers OOP, rapid development, MVC, built-in testing and HTML
frameworks and other goodies.
