time setting in debian

OK, you debian types. How does one set date/time in a debian system to
use local time rather than UTC? The only hints I found was to include
the following in

 /etc/default/rcS

# Set UTC=yes if your system clock is set to UTC (GMT), and UTC=no if not.
UTC=no

But this has no effect. Time is still displayed in UTC.

/etc/localtime is a link to ..../US/Mountain.

Note this is a Kubuntu system, not pure debian.

I get no answers from the Ubuntu forums.
