Not precisely.  The IP header is larger, to accomodate the larger IP
numbers.  But the
packets may well stay about the same size (by reducing the data payload) because
some link layers (Ethernet comes to mind) impose an overall size limit
for individual
packets, regardless of the transport protocol.
