There's nothing new here.  Back when I was doing main frames, I had to
fight to keep our Burroughs systems which required minimal support people.
The IBM main frames of the day required an army of systems support people
and operators doing things that Burroughs MCP (Master Control Program)
didn't require.

FWIW:  I was in charge of all data processing for a Navy contractor (aka
Beltway Bandit) for 12 years, and it took me ten years to figure out that
running things efficiently and at minimum cost isn't a Good Idea(TM) when
all the company's contracts are CPFF (Cost Plus Fixed Fee).  The higher the
costs, the bigger the profit.  Of course the Navy types who were
``managing'' the contracts, position's were dependent on the dollar value
of the contracts they managed.
