Of course, we used Clinton's disaster plans.  It must be his fault.  <NOT>

Predictions of impending doom for decades.  Nobody puts together 
anything like a plan.  After several predicted big ones peter out or 
miss, no one is willing to evacuate.  Then it hits.  FEMA waits with its 
thumb in a warm, dark place waiting for the governor to call.

In general, I prefer an inefficient government, but there are some 
groups that really ought to have their stuff in one sock.

Now the question is, are we willing to spend $0.5 billion/year to keep 
the NOLA basin from flooding?  Why do we vote?!?  It only seems to 
encourage them!
