Dial plate?

I'm in the process of finishing a test fixture for which I have to
create an overlay. I am using GIMP2 to do the labeling of the various
functions. I've been able to stumble through most of the labels and am
stuck trying to create dial plate, 30 degree between positions labeled 
"off, 1-10". I've googled trying to find any image I could use as a
starting point to no avail. Any pointers on how to create the beast
would be greatly appreciated. If anyone has an image of one, please
email it to me.
