Ah, yes.  I found out the hard way that I can't tag by SpamCop alone,
and I wouldn't dare use it for RBL blocking.  When I upped the scores
for my SpamCop rules in SpamAssassin it immediately started tagging mail
from major ISP's so I had to back it out.  I'm not sure if they just
don't vet their submissions carefully or what.
