Plone (www.plone.org) is specifically designed to be fully managed via a
web interface, and lets you control which parts of the site a user can
modify. No need to be a user on the system. In addition, a user could
maintain a site locally and use plone's sync module to update the real
site when needed. There is also the concept of undo if a user gets in
too deep. And a version system so you can make changes in a part of the
system that are not seen (published) until you want.This lets you test a
new site or site area in place, not on a similar copy. Very nice. Plone
has made great progress at making the interface as simple as possible. A
user can do as much or as little to get things as they want.
Installation is a breeze these days. On many platforms.
