Installing grub to dual boot -- SOLVED

Problem solved.

I must apologize to everyone on the list and especially those that
responded to my original "problem."  The reason I must apologize is
because I'm apparently to impatient to wait for a process to finish. 
I was expecting that the "grub-install" command would execute in a
matter of seconds and it actually takes about three minutes.

I booted from the FC3 disk in rescue mode, chroot-ed into the
automatically mounted linux partition and ran the "grub-install"
command.  The difference this time was that I was working on something
else at the same time so I just let it run.  When I finished the other
project I looked back and the command was done.  And it completed
successfully.
