Not the length or strength. It's the rise time. When you get a
spike, no matter how high, it takes time to reach that upper voltage.
All UPSs and surge protectors have what's called a "clamping time".
It's the time they require to react to the rising voltage.
If rise time is too fast (less than clamping time), and the spike too
high, you have a problem (usually manifested in the magical smoke
being let out of your "protected" device).
This is where capacitive banks help, but most UPSs are switching
models so the batteries (capacitors) don't do anything to slow down
the rise time.
