Problem is, they might not not be running copper from that 12k pair
junction they might be running fiber and xDSL only runs over copper
(unless you put _very_ expensive converters in each end of the fiber).
 Just for your house (or even 100 houses, they'd need 500+), they'd
never recoup their investment.
