I don't believe this is purely an excuse to duck the competition.
We've had a lot of remarks to the effect that no one who hasn't
contributed with money or effort has any right to complain about the
changes, and there is some truth to that, but the rather large
free-use customer base (i.e. the blood suckers) became quite vocal
about the perceived (remember: in the battle for customers, perception
is reality) injustice of the RH New World Order. No one likes the
image of the bully on the street corner, most especially in the face
of increased competition, so RH needed to take steps to quiet the
unruly mob.
This may yet turn out to be marketing hype, but I'm willing to take RH
at their word until proven wrong. Among other things, they've
documented what was obvious to everyone else: the large number of
Fedora users are in effect a gigantic test lab for their future
saleable products, and they (RH) agree that the testers deserve a few
crumbs, too.
I'm not quite ready to sign up as an RH whore, but I believe RH is
going in the right direction. FC3 is a complete gem in comparison to
the earlier FCn flavors.
