Blacklists and inaccessible URLs

Define "locally" Is that the same building, city, or country?
Websites don't do "blacklists" per se. They can be firewalled, however.
More than likely, "local" issues are due to routing and ip
address/netmask issues. Try to find the commonality among the working
machines that allows them to connect. Once you have figured out some of
their similarities (please don't say "IE version 6.0.2341"), contact the
webmaster.
To be suspected of hacking is not the worst thing in the world.
webmasters must deal with that suspicion while keeping their sites
accessible.
