I've had some luck changing the terminal type in PuTTY to Linux in the
Terminal | Keyboard screen and to "linux" in the Connection screen
then setting TERM=linux on the system.  Beware I don't have Ubuntu to
test.

What is the setting for the "Home and End keys" in the Terminal |
Keyboard screen?
