gocr & pnm

I need help.  No, not that kind.  I'm trying to install gocr and get it
to work.  Haven't had much luck.  When I unpack libgocr-0.7.2 here's
what the last few lines look like;

checking if libtool supports shared libraries... yes

checking whether a statically linked program can dlopen itself... no
checking whether -lc should be explicitly linked in... no

checking for pnm.h... no
checking for pnm_readpaminit in -lpnm... no
checking for pnm_init in -lpnm... no
configure: error: Cannot find PNM library

I have looked for pnm files to install, but not having any luck.  My
xsane program works but trying to get gocr to work, no luck.

Should I have installed the gocr first or the libgocr first?
any help will be greatly appreciated.
