That's not only stupid, it's criminally, negligently dangerous.

If the speed limit is 50 and some moron wants to drive 45, how are you
going to safely accelerate and pass if your car stops accelerating at
50 (but the bozo has suddenly decided he likes 49).  I see head-on
collisions coming.  And anyone having one should sue the pants off the
DOT for wrongful death.
