Frederic Bastiat was a French scholar and member of the French assembly in
the middle of the 19th century. He was a contemporary of Alexis de
Toqueville, author of ``Democracy in America''. I think that Bastiat's
best know work is his essay ``The Law'' from which the quote above comes.
