The routers they use are those offered buy people - they do not use a
router just because it is accessible. Perhaps if you know someone in
Africa who does not mind a ping every 5 minutes to a router, they can
help fill out that part of the world. As the site maintainers say, the
statistics are only as good as the coverage. There is an application on
the site to let you offer a router you are administrator for.
