How to install printer with usb port?

hello, i just bought a hp3650 printer using usb connector.
i already do the following:
- download the hpijs 1.6 driver from internet.
- activate/enable usb modules and usb printer modprobe in rc.modules.
i use kde and want to use cups.
i try to set the printer in the [kde menu] --> setting --> printing manager
but the printer initialize process fail with error message:
"Unable to retrieve the printer list. Error message received from manager:
Connection to CUPS server failed. Check that the CUPS server is correctly
installed and running.
Error : connection refused."
how should i setup this printer?
from dmesg output it seems the usb modules already is inserted.
also from the command localhost:631 in web browser shows error:
connection was refused when attempting to connect localhost:631.
btw, the computer is standalone pc.
what should i do to install the printer?
i included the dmesg, ls /proc/modules and ls /proc/devices output
