may follow:

" placed with double quotes ".  I'd like to remove the quotes but lack the
" traing, and mostly the time to fiddle.  Is there some group of scripts,
" awk, su, regular expressions, or perl that do this sort of thing?

I don't usually export to csv but I just tried a .sxc, don't have a 
.xls handy, and got no quotes around the numbers.  OOo 1.1.0 on 
<shame>windows</>.  Maybe convert to .sxc first?
