1. If you're using a LiveCD, here should be a usable version of mirrorselect ready to use (no emerge needed).

2. My current selection (by mirrorselect) is

GENTOO_MIRRORS="http://mirrors.tds.net/gentoo \
   ftp://mirrors.tds.net/gentoo \
   http://cudlug.cudenver.edu/gentoo/ \
   http://gentoo.eliteitminds.com \
   http://mirror.datapipe.net/gentoo"

Note this is one line, and space is the separator.
