Take a look at the misterhouse list. They support both Windoze and Linux,
and do both voice synthesis and recognition. They often discuss various
products.

For voice synthesis I use flite from CMU. flite_time has a most pleasant
Belfast accent - sounds just like a friend I have from there. A simple
cron job can have your machine tell you the time on the hour.
