I looked into html and pdf before I decided I had to use
powerpoint. Four people prepare presentations using this
system. Powerpoint (or SO/OO) allows:
1. One click importation of images (after you write the macros yourself).
2. Labelling of images.
3. Insertion of text slides into the presentation.
4. Sorting of the slides.
5. Some image editing like arrows and brightness.

Slide sorting was actually the biggest single reason why
I had to go with powerpoint. I couldn't find any other
way in windows to sort slides. In linux, I wrote my own
slide sorter software using XV and the visual schnauzer
as the directory viewer, but this was clumsy compared to
software like SO and powerpoint.
