changing mailman list configurations

I was reading the Mailman docs recently, and I think all you have to do is
set the one variable you want to change in a file similar to the
sitelist.cfg file, then run the config_list program for each list.  If I
remember correctly, it said that only variables in the file are changed,
the rest are left alone.
