I agree totally with this.  One of the best examples of this in fiction is
George Orwell's ``Animal Farm''.

One of the most interesting ideas in the vein of ``public service'' was in
Heinlein's ``Starship Troopers'' where two years public service was
voluntary, but one couldn't vote until the two years service was complete.

BTW:  If your only knowledge of Starship Troopers is the horrible movie,
read the book.  One can't expect Hollywood to get something right that is
totally opposed to their mostly Statist viewpoints.
