Just another way to spam, or perhaps just to be a nuisance.

The spammers typically suck addresses off of insecure Windows boxes (but I
repeat myself).  I often get failure messages to tagged addresses (e.g.
single-purpose e-mail address I create for specific mailing lists or when I
have to supply an address on a web form) for mail the I supposedly sent.

Decent mailing list managers will send a confirmation e-mail to the
subscriber asking that they reply or go to a web form to complete the
subscription.
