Thanks, that's it.  I did find another method,

Right click panel---->Add--->Special Button---->WindowList

which is also nice, but I much prefer the pager.

Actually, the windowlist function seems to be available
all the time, if you just click to the left of the icons
showing the open programs on the panel.
