How about banning Internet connections to any insecure Windows systems?
The vast majority of spam today comes via open proxies and/or Windows
systems that have had zombie servers installed by one or more of the worms
that infect the Microsoft virus, Windows.
There are also simple steps ISPs and broadband providers can take to limit
the damage from these infected machines, primarily limiting traffic on
server ports when their contracts don't allow their residential customers
to run the servers.
It's not that Windows security problems are anything new. We started
putting filters in on ISP routers blocking incoming traffic on ports
137-139 about ten years ago in response to the WinNuke attacks.
