Wine fake_windows is not really for your use.  When you first run wine 
it should figure out that you don't have a .wine directory and create it 
  complete with fake_windows.   It did on my system (Gentoo) with no 
problem and I ran it both as root and user.  You then need to edit 
~/.wine/config to set up the drives so they point to the right place.
