Americans? Most countries.
The American government? Far fewer.
I have found that most folk do not want to be closely identified with
the activities of their own governments. And I do not think they should
be. And these same people seem to cut Americans the same slack.
I was in Riyadh when the US started bombing in Afghanistan. As I sat
with Saudis my age, they complained that bombing is wrong. (No thread
here please. It is just to provide context, not start a new discussion.)
How could the American government do that? But they were very clear to
point out that they like America and Americans. Just not the government.
In much the same way that they like Saudi Arabia and Saudis, just not
their government.
Any attacks on Americans for the sake of the attack are quire rare in
the grand scheme of things. They are not of the same action as tribal
attacks in, say, Africa, where the individuals are indeed the target.
